Texas House Committee's $22,000 dinner

In case you're wondering why the 83rd Texas Legislature has accomplished so little, this must-read from the Texas Tribune will answer your questions; money quote:
A remarkably expensive meeting of a key legislative committee took place this week: a $22,000-plus affair at an upscale downtown Austin steakhouse for the 15-member House Calendars Committee.

That panel, which sets the daily lineup of bills for consideration in the House and thus holds life-or-death power over legislation, held its end-of-session dinner at Austin’s III Forks restaurant this past Sunday.

It cost $22,241.03 and required the use of 34 American Express cards, 11 MasterCards, and 20 Visa cards. The committee chairman, state Rep. Todd Hunter, R-Corpus Christi, said there were about 140 people there, and most of them stayed for dinner.

It was an expensive celebration, but the legislators and staffers who attended didn’t pay for it. The supporters and lobbyists who have been trying to influence legislative outcomes since the session began in January covered the tab. And it’s completely legal, as Hunter pointed out, so long as the lobbyists paying the bills report their expenses where everybody can go see them. Ethics rules limit lobbyists from spending more than $500 on entertainment on a particular legislator, but that limit doesn’t apply to food and drink.

 “I’ve had committee dinners since I’ve been here for seven terms,” Hunter said, speaking in characteristically clipped phrases. “Lobby pays. They follow rules. Everybody knows up front. And we even post it, so we are all in compliance.”

ACTION ALERT: Yes on SB 2, HB 3497, and HB 607

This week, we could see action on several of our priorities in the Legislature:

SB 2 Relating to charter schools and home-rule charter school districts.
  • Status: Voted favorably out of House committee. 
  • Recommendation: FOR 
  • Comment: Will lift the cap on the creation of charter schools and create more choice.
  • Additional Research: Lifting the cap on charters 
  • Call to action: Contact the calendars committee to schedule this bill for a floor vote.
HB 3497 Relating to state savings and government efficiency through a taxpayer savings grant program.
  • Status: Public hearing scheduled for May 13th 11:30am NOTICE 
  • Recommendation: STRONGLY FOR
  • Comment: Replaces SB 1575. This will save taxpayers millions and will give parents the freedom to choose the right education for their children.
  • Research: It's Time for School Choice in Texas 
  • Call to action: Contact committee members to voice your support FOR this bill. \
 HB 607 Relating to the phaseout and repeal of the franchise tax.
  • Status: Placed on General State Calendar     Recommendation: STRONGLY FOR
  • Research: Fixing the Texas Magin Tax 
  • Comment: The franchise tax is more than a business income tax it's a revenue tax that punishes Texas businesses even if they loose money. 
  • Call to action: Contact your state representative (find your rep) and voice your support for this bill.

Joe Straus' Plan to Kill Good Legislation

A random act of journalism from Texas Monthly reveals Joe Straus' strategy to kill good legislation during the waning weeks of the 83rd legislature:
The last thing the Straus team wants is a lot of vigorous debate between R's and D's and long lines at the back microphone, nor do they want want to give the tea party members anything to get riled up about. So the calendars will continue to be boring and inoccuous under the watchful eye of Calendars chair Todd Hunter. I'm not guessing about this; I aired my suspicions to a Straus insider and got an affirmative answer. No long calendars. No contentious bills that could blow up the session. No chance for the tea party freshmen to do their thing. Let's just get the hell out of Dodge. That's the plan, man.
If that's the case, then the grassroots is just going to have to throw sand in the gears of 'the plan.'; Cahnman's Musings recommends you call chairman Hunter's office to ask for a vote on your priority legislation.

Update: Empower Texans tears House Leadership a new rectal orifice over this issue
The House leadership wants to avoid debate and an accounting of this session, something they know debate would provide. Perhaps they don’t realize that doing nothing is pretty much the same thing as doing bad, when there was the chance to do good.

Any fight for reform that was in the more senior members is nowhere to be seen. They seem more concerned with protecting their own pensions and getting in the good graces of the lobby, than doing what they once promised.

It’s a real problem for the GOP. Voters are going to start asking pesky questions about why they should bother. Yeah, they talk big as conservatives when campaigning, but deliver precious little to the table when governing. Worse, they don’t even seem to be trying. Or caring.
